TRRP Steering Committee
Purpose
The TRRP Steering Committee was formed to aid the TCEQ in developing guidance for the Texas Risk Reduction Program (TRRP).
The TCEQ initiated the TRRP Steering Committee in response to the need to develop guidance for the implementation of the TRRP rule (30 TAC Chapter 350). The TRRP Steering Committee was formed in December 1999 and will continue until all the planned TRRP guidance documents are completed. Many of the TRRP guidance documents have been completed and many more are in the process of development. These TRRP guidance documents are made available on the web as soon as they are finalized.
The TRRP Steering Committee is a committee comprised of TCEQ representatives and stakeholders who:
- represents stakeholder interests;
- aids the TCEQ in determining critical guidance needs, subject and timing;
- identifies and coordinates the participation of experts/resources on particular subject matters;
- shepherds the development of guidance recommendations by the workgroups by providing direction and encouraging timeliness, uses progress tracking report as management tool;
- coordinates the efforts of and liaisons between the five workgroups to ensure sufficient communication between workgroups and with the Steering Committee;
- assigns workgroup participants and ensures there is a designated leader for each workgroup;
- identifies inconsistency and conflicts in developing guidance recommendations between workgroups and ensures such matters are resolved; rules on guidance recommendation conflicts which are not resolved within the workgroup;
- reviews and critiques all draft guidance recommendations for content, clarity and presentation, either sending the draft guidance back to the workgroup for further work, or recommends the TCEQ consider taking ownership of the guidance recommendation as draft guidance and developing it towards adoption;
- provides peer review of draft TRRP guidance under consideration for adoption;
- makes final recommendations of adoption or rejection of draft TRRP guidance to the TCEQ, and provides recommendations for any necessary amendments; and
- prepares and issues minutes for each meeting.
